Pavement Management Program
To responsibly oversee improvements to the City’s public highway and their adjacent sidewalks, Public Works has implemented a Pavement Management Program. Each construction season, certain roads and sidewalks are selected for improvement. Their selection is based on criteria including the current condition of the pavement, the volume of traffic that uses the road, and the condition of the utilities that are buried under the road. The Pavement Management Program is designed to sustain the roads that are in good condition, to upgrade roads that are in poor condition and to make the most of limited finances.
Another way that Public Works protects its investment in our roads, is by administering weight restriction limits on City-owned streets. Roads that do not drain well or whose construction does not meet current standards, may be damaged due to frequent use by heavy trucks. This is particularly evident during the spring thaw.
Weight Limits on Laconia’s Roads
Road Weight Limits are intended to prevent damage to vulnerable streets. Trucks that exceed weight limits may still use those roads under certain conditions when issued a permit from Public Works. There are two types of weight limits.
1) Perennial Weight Restrictions
- Currently, Pickerel Pond Road is the only road with year-round restrictions.
- The City is considering accepting addition roads that are currently considered private. The list of roads with perennial weigh limit restrictions may get longer.
- One-time use and blanket permit applications are available.

2) Seasonal Weight Restrictions
- Seasonal weight limits are NOT currently in effect. They typically start in March and end in April depending on the weather.
